The IRS press release on the new withholding rates and the Making Work Pay credit may be found at
New Withholding Tables Now Available on IRS.gov; Most Workers Will See Bigger Paychecks this Spring

Why do retirees care? A lot of us are members of the affected population.

Excerpted from DFAS Press Release 0309-0003, dated March 10, 2009:

"ARLINGTON, VA, March 10, 2009 – Many active duty, reserve and National Guard military personnel, military retirees and annuitants, and federal government civilian employees paid by the Defense Finance and Accounting Service will soon see their paychecks increased as new IRS tax withholding rates are introduced."

see http://www.dfas.mil/news/2009pressreleases/DFASRelease0309003.pdf for more details.

Interesting. I always specify with DFAS how much to take out, so it doesn't affect me. Other income streams automatically take out 20%, which is too much, so I use DFAS as a valve to adjust my overall witholding.
