What is the Function of These Dividers?

when going out on my own, and buying furniture for the first time an uncle said when you buy a dresser make sure to see if it has "dust panels". An indication of a well made dresser. Not sure i believe that correlation but i think dust panels is the right term for them.

I don't have much of a problem with mold, but I am getting a bit rusty...
