It could be a remote trigger for a camera, little used today. Or a trigger for a secondary flash, that is, a gadget that connects to a stand-alone flash not connected to the camera and that, when it sees the primary flash (see that in the photo there appears to be a little transparent sensor), it makes the second flash go off, providing light from a different position, for example to cancel out part of the shadow caused by the first flash.
