I suspected cleaning also, but cannot be sure from the photos. As far as the 1899cc Morgan, when enlarged, the photo becomes too blurry to see the important aspects of the coin for grading; the breast feathers on the eagle, hair details in Liberty. I suspect that there is more detail there than the photo reveals (although I am guessing obviously). Therefore I am a little more generous: F12 or slightly better. This is a coin I would get graded/authenticated. Car-Guy's advice is excellent.
If the 21 is a Philly issue, it has little numismatic value- very common date

I did see buffalo heads and 90 percent of them you couldn't read the date. A lot of dime, quarters and half.
