What type of potted plant is this, & what’s attacking it ?

I've had this plant for approximately 9 years. I changed the potting soil one time about 5 years ago, & the same thing happened.

100’s of tiny, what look like flies, are in the soil & at the bottom of the plant.
I used this https://www.bonide.com/products/houseplant/view/951/systemic-houseplant-insect-control the last time & it got rid of the problem quickly.

I’ve been applying it from the same container I bought 5 years ago, for about 3 days, but it doesn't seem to be effective.

This started when I placed the plant in a much larger pot, & used potting soil purchased at a true value store if it makes any difference.
I did this approximately 10 days ago.

Any help would be greatly appreciated.
 
The plant looks to be a bromeliad of some sort. The insects are either shore flies or fungus gnats. Do a Google search on both to determine which you have and your course of action.
