Yes it is an international policy that covers us anywhere, including the US. We wanted to get something permanent while we could still qualify. The travel topups require a new application every year and don't allow you to have hypertension, diabetes or heart problems.
Mexico has universal medicare for residents but it covers only procedures and not food or nursing care in the hospital. It also covers drugs prescribed by the doctor though. We pay for our own drugs. Although I have some coverage from a former employer.
