Association plans vs. Exchange

Wondering if using an association plan, assuming I can qualify, would be a lower cost alternative to an ACA exchange plan if I can't qualify for tax credits anyway? After FIRE, would it make sense to join a group like a state farm bureau or state business association that offer very small group plans, typically for one or two people? I could create a LLC for a hypothetical farm or a consulting business (perhaps actually have revenue...or not) and employ my wife as my admin. assistant. Really just need an employer identification number to provide the association and then offer health insurance for the two employees (us). It seems that the rates are lower with lower deductibles too.

It appears that many small farms buy insurance this way - I guess I can be a really small farmer...

Anyone doing this or look into it? What am I missing?
