I’ve used Turo several times to rent Tesla vehicles (which I drive at home) while on vacation. Absolutely no issues at all! As for illegal operation at airports?! C’mon. The host owner parks the car at short-term lot a couple of hours before I arrive (and remotely unlocks the car) or meets me there. We pay the parking fee on exit. Any expense incurred for tolls and charging the car are billed at cost (vs rental company $10/day + tolls incurred) after the rental.
