I have a pre-covid restaurant friend who lived the cash existence way doing odd jobs related to construction for a long time. He got housing from managing rentals property and odd jobs.
He acquired the use of a tax guy/accountant who filed back taxes which were mostly offset by business expenses. They then filed to partial tax forgiveness and as the guy had no assets other than some tools and a an old rickety suv they forgave most of it and worked out a multi year payment plan.
He sweat bullets for a while but really why not forgive most of it and collect something in the future?
Perhaps you could find him such a person through social services, senior centers, church, or even pay for it your self if that is a viable possibility?
