Help identify this lamp, please.

This lamp came from a relative who passed in about 1940. I have a second similar lamp that has a broken base. Three questions:

1. Not that we would part with it, but does it have any value?
2. What can you tell about it's history, manufacture?
3. How would I go about getting the broken base lamp (this one's twin) repaired?

Have you tried an antiques appraiser? 1940 is "antique" now, and the base may be older than the lamp (it may have been wired later).
