Can I contribute to both a 457b & a regular IRA?

I know that I can contribute to both a 457b and a Roth IRA in the same tax year. However, I am trying to figure out if I can instead contribute to and max out both a 457b and a regular IRA in the same tax year. Almost all of the information I can find only talks about contributing to a Roth IRA and 457.

On a similar level, can someone contribute to and max out both a 401K and a regular IRA in the same tax year? Assume the person's AGI barely falls in the 15% tax bracket.
 
Yes you can. I reckon the reason most folks go Roth IRA is because the income limit in order to be eligible for deductible tIRA contributions is pretty low.

Another possibility is unfavorable treatment of tIRA contributions in their state of residence.
 
Yes you can contribute to a 457 or 401k and an IRA inn the same year up to the IRS limits.......and if you have access you can also contribute the full IRS amounts to 403b and 401a as well.
