I guess that it depends on what the HOA is responsible for.

Ballooning monthly fees can be a significant issue. We saw this on a few condos during our property search. They have a major impact on selling price and days on market if one happens to be on the market.
When we were shopping I walked out of a new build. Asked about the condo fees for a specific unit and they started giving it to me in sq. ft. Could not answer the reserve questions. Realtor showed us a few properties where the condo fees had increased significantly post build because the builder purposely low balled the estimated fees.
