1st Part D EOB - A Headscratcher

I received this EOB for my one and only Part D drug purchase this year. Why wouldn't I be in the Deductible Phase instead of the Initial Coverage Phase? Is it because my prescription was for a Tier 2 drug?

Sorry, I can't help with your question though I have a STACK of those things by years end. I never paid a lot of attention to how it w*rks. I DID receive a book (quite thick) from my insurance carrier and I'm sure it's all addressed in there (though I can't lay my hands on my book right now.) Alternately, give 'em a call.
