PPACA coverage this or next year?

I understand that the exchanges should be up and running Oct 1, 2013. What I'm not clear on is whether coverage would be effective immediately or would one be applying for coverage effective Jan 1, 2014.

It matters to me as it looks like I'll need to use COBRA Nov 1 onward until ACA coverage kicks in.

Anyone happen to know? Thanks in advance.
