Is Retiree HC Ins an "Employer Plan" under ACA?

In order to obtain health insurance from the ACA exchanges and receive a potential subsidy, my understanding is that one must not have insurance available from one's employer.

DW is retired from state government and currently gets her health insurance as part of the state retirement system's plan. I get my insurance from my current employer; there is no retiree insurance plan available from them. However, DW could add me to her plan either during open enrollment or when I have a life change.

It appears we could get cheaper insurance on the exchanges, especially as our MAGI will be pretty low (before Roth conversions) which should qualify us for a subsidy.

I expect to FIRE within the next year at the most.

I can't find anything that addresses whether a retiree plan is considered an "employer plan" or not.
