When there's a "budget crisis," the first place they tend to cut are the popular items: police, fire, parks, libraries, schools, that sort of thing.
What unpopular/indifferent items are there that would have substantial savings? Roads? A taxpayer never met a road bond he didn't like. Trash pick-up? Storm clean-up? How many city employees could we cut before service was affected. Hmm. Maybe the sweet municipal pension plan could be reduced?
