If I buy a full version and then end up scrapping the computer it is installed on , can the OS be sold to another party ?

Second question: difference between home version and pro ?
 
Encryption of the drive is not the issue. You could simply give someone else the license key and they could download the Windows software and use your key.

The problem is that the key gets tied to the computer it was originally installed on. When Windows is installed and you activate, it registers the key with Microsoft so it cannot be used again. Depending on the type of license, you may be able to reuse it on another machine, you have to contact Microsoft so they reactivate that key, assuming the license type will allow it. If it was an OEM install on the computer, then you cannot transfer. You indicate it was a full retail license you purchased, so it can transfer to a new PC.

My point about encryption was that is only on the pro version.
I was explaining that one of the differences between regular and pro version is that pro version has hard drive encryption, so your information is protected.
Regular has no built in encryption.

Use the Media Creation Tool to create a bootable USB with Win 10 on it. Install on the new computer. Ignore the “activate Windows 10" watermark. It will work just the same as the activated version.
 
On the original question, doesn't that depend on the type of license?

I think, there's an OEM type license for builders that is tied to the hardware that can't be resused. Then there's a more extensive (and expensive) license that I believe can be reused. I'm not totally sure, so others, feel free to clarify.

4. Transfer. The provisions of this section do not apply if you acquired the software in Germany or in any of the countries listed on this site (aka.ms/transfer), in which case any transfer of the software to a third party, and the right to use it, must comply with applicable law.

a. Software preinstalled on device. If you acquired the software preinstalled on a device (and also if you upgraded from software preinstalled on a device), you may transfer the license to use the software directly to another user, only with the licensed device. The transfer must include the software and, if provided with the device, an authentic Windows label including the product key. Before any permitted transfer, the other party must agree that this agreement applies to the transfer and use of the software.

b. Stand-alone software. If you acquired the software as stand-alone software (and also if you upgraded from software you acquired as stand-alone software), you may transfer the software to another device that belongs to you. You may also transfer the software to a device owned by someone else if (i) you are the first licensed user of the software and (ii) the new user agrees to the terms of this agreement. You may use the backup copy we allow you to make or the media that the software came on to transfer the software. Every time you transfer the software to a new device, you must remove the software from the prior device. You may not transfer the software to share licenses between devices.
 
The desktop that has 7 on it was preinstalled , as a refurb, from a reputable large refurb vendor. had 2 coa stickers. one from HP , the other from joy systems as refurb. that was the product key I used to register. I assume the licence and product key is similar to oem, wholesale from microsoft, without end user tech support. This might qualify for non transferrable free upgrade if still available.
