Wondering about health insurance

A member of my family was in the hospital over the holidays, actually still is. He is a CA public employee on a medical leave of absence. He is and has been covered by his wife's insurance. He also signed up for coverage through his employer during open season.

Who is primary and who picks up the bill for his current hospitalization?

Most typically if he has employer insurance that becomes the primary and the spouse insurance becomes secondary.
