https: (+ padlock)

Today I tried to buy some tickets online from a leading university in our area.
When it came to checkout, I was surprised to see the https: in red with a line running through it and no padlock. Just to compare , I went to Citibank's site and clicked on the login buttom. Saw the https: in green with no strikeout line and also called the padlock.

Called the ticket office and asked them about what I saw. The rep said the site hadn't paid for the license(or renewed it yet) but that the site was secure.
Does that sound reasonable? I know sometimes I see something about the site certificate not matching what's expected but this was a bit different.
 
I would not purchase on-line under those circumstances. I would rather order the tickets over the phone than use a site without a valid https certificate.

It's probably safe, but like Alan I wouldn't risk it, personally.
 
If they take PayPal you could pay that way. At least you wouldn't have to type in your credit card number at the "unsecured" site.
