Did you soak the bottles overnight in a pail of water ??
(fill the bottles with water so they stay down)

Use any of the Oxy- based cleaners in a pail of water, soak a few days. Some will fall off, some will be loosened enough to scrape off, some will require some more soaking. I have a 6 gallon bucket with a lid and make up a 5 gallon batch. I'll use for several months. The mix can get pretty gross depending on the amount of bottles you use.

I live close enough to a bottle maker/distributor, they do sell directly to the public. You can get virgin bottles for about $7.00 /case of 12. Avoid a retailer who will mark them up to about $12. I clean the labels off of my purchased wine as glass recycling has all but ceased in this tri-state area. I hate throwing them away, as with any glass container, but market conditions persist.
