Medigap plans for California residence

I still have 9 months to do my research. Right now, I am looking at Medigap plans instead of MA in my area.

California has birthday rule.
"The California “Birthday Rule” allows folks who have a Medicare Supplement plan to change to a different plan of equal or lesser benefit, 30 days before and after their birthday, without being subject to medical underwriting."

It appears that I can call around agencies and sign up with the lowest cost of Plan G from any of the Attained Age pricing, Issue age pricing, or Community pricing companies. Each year during my birthday month, I can check on all those companies again and pick another cheaper Plan G.

Is this the strategy for those in California with Medigap?
 
Also live in Calif. Have AARP (United Health Care) Gap Policy. Just used the "Birthday"
rule. Changed from Plan F to Plan G. Stayed with UHC. Called in on 12/30/1999. Made the change, effective on 01/01/2020. Yep, it does work. No underwriting.
