I suppose I shouldn't try to shoot down people's peeves, but the last few are clearly not given in context.

This is probably similar to flood warnings in the US.
I suspect Florida gets cold (freeze?) warnings for 30 degrees because of the danger of plant/crop freeze. In Virginia we only get freeze warnings in spring for people to protect their plants. We wouldn't get one in January when it's expected. But Florida rarely freezes so they put out cold/freeze warnings through the winter as needed.
