Not really. Another neighbor complained to the owner but the dog is still tied to a tree and barks, but not as bad. If he barks during the night, I turn on a fan that drowns out the noise.

You might want to feed the dog. There is that pet food everyone is talking about in the news...

I had this problem about 25 years ago. Neighbor had an old blind dog they would leave outside at might. It would bark around 2:00am for an hour or so. Went on for months. They were too lazy to get up and deal with it. I was working in the day, going to school at night, up late doing home work. Finally got P#ssed off and called the cops. They started doing something about it.

We had Female German Shepard (outside dog obviously). Anyway, when it would thunder she would freak an begin barking. Would not shutup. We would getup and put her in the basement when it rained.
