franchise tag greatly favors the team over the player, it is in effect a one year guaranteed contract, with no commitment beyond the current season.It's been done in the past and happens more often than you probably realize.
More likely the 49ers don't need their franchise tag for any other position, and want to retain control over Gould's services. They could pay him a lot this year, or could still sign and trade him.
I am amazed when teams give players 6 year contracts, when probability is few players even play 16 games, much less 6 years of 16 games.
