Wife and I do 75-100 Birthday cards a year, and for the last 25 years I stick a $1 scratch-off ticket in each card.
Funny thing is, nobody ever seems to win. Sister-in-Law claimed she won $50, but she read the ticket wrong, and when she went to cash in, didn't win.
2 deterrents: can't send to relatives and friends outside of the state (they have no way to cash them); and I don't think people that don't do them a lot can't figure out if they won or not.
As with life in general, they seem to get harder & harder to figure out if you've won. I'm sure the lottery people didn't do that on purpose--ha-ha.
